1997-2013 Harley-Davidson Touring Progressive Complete Front and Rear Suspension Kit (Monotube Fork Cartridges + 944 Ultra Touring Shocks)
The 1997-2013 Evo and Twin Cam touring bikes are the biggest fleet on the road and the one the suspension industry mostly skips past, and this kit is the Progressive answer for them: Monotube fork cartridges up front and 944 Series Ultra Touring shocks out back, sold as one matched front and rear package. It is a full both-ends ride quality upgrade at a working rider's price, from the brand that has been building Harley suspension in the USA for decades.
What is in the kit
- Progressive Monotube Fork Cartridge Kit (pair) for the 41mm fork, replacing the factory damper-rod internals with velocity-sensitive monotube cartridge damping. A drop-in install into your original fork legs.
- Progressive 944 Series Ultra Touring shocks (pair), 13 in, built around Progressive's Frequency Sensing Technology (FST) that reads the frequency of a bump and adjusts damping automatically. High-pressure gas charged, with hand-adjustable spring preload, no tools needed. Made in the USA.
Know the stance
The 944 Ultra Touring runs a unique spring combination that delivers the travel and ride quality of a 13 in shock while settling the bike about an inch lower than standard 13 in shocks, both riding and on the side stand. You get the plusher long-travel ride and an easier reach to the ground at stops. If you want a full lowering setup instead, see our Progressive Complete Lowering Kits; if you want to hold exact stock height, this is not a lowering kit in the traditional sense, but it does sit slightly lower than stock 13 in shocks.
Pick your spring rate
Standard covers total ride loads up to about 250 lb (rider plus passenger plus cargo). Heavy Duty covers 250-350 lb loads, the pick if you regularly ride two-up or loaded. Riding heavier than that? Progressive makes a Super Heavy Duty version (350+ lb) of this shock; find it in our Progressive rear shock listings and pair it with this front cartridge kit.
Pick your finish
Black is the all-business blacked-out look, offered in Heavy Duty. Black & Gold pairs black shock bodies with gold springs for a classic performance look, offered in Standard and Heavy Duty.
Why front and rear together
Upgrade one end and the stock end becomes the thing you feel on every bump. Damping rates and ride heights work as a system on an 800 lb bike, and this kit pairs the Monotube cartridges and 944 shocks so both ends are working together from the first ride.
Fitment
Fits 1997-2013 Harley-Davidson Touring models with the 41mm fork, including Road King (FLHR, FLHRC, FLHRS), Street Glide (FLHX, 2006-2013), Electra Glide (FLHT, FLHTC, FLHTCU), Road Glide (FLTR, FLTRX, FLTRU), and most CVO variants in the range. Not for 2014 and newer Touring models with 49mm forks. The rear shocks fit a wider year range on their own; the front cartridge kit sets this kit's 1997-2013 window. Check the full fitment list on this page to confirm your exact model and year.
Install and setup notes
The rear shocks are a bolt-on job with basic hand tools, and preload adjusts by hand. The fork cartridge install requires removing and disassembling the fork legs, so plan on shop time if you have not been inside a set of forks before. Set rear preload for your load after install. Kit ships as two factory boxes, one pair of cartridges and one pair of shocks.
